The concept of Caspian Film Forum was proposed by the President of the Russian Federation, Vladimir Putin, during the VI Caspian summit on the 29th of June 2022. The development of communication, the region's tourist attraction and social infrastructure.

The demonstration of Caspian region countries' outstanding films and the provision of the opportunities to demonstrate the achievements of national cinematographies on the common friendly area.
